Milton is a borough in Northumberland County, Pennsylvania, on the Susquehanna River, 50 miles (80 km) north of Harrisburg. Settled in 1770, it was incorporated in 1817, and is governed by a charter that was revised in 1890. Formerly, its extensive manufacturing plants included car and woodworking machinery shops, rolling, flour, knitting, planing, and saw mills; washer, nut, and bolt works; and furniture, shoe, couch, nail, fly net, bamboo novelty, and paper-box factories. In 1900, 6,175 people lived in Milton. In 1940, 8,313 people lived here. The population was 6,650 at the 2000 census.

The Borough of Milton will receive sealed bids, one (1) original and two (2) copies, for the Front Street Improvements Project, at the Office of the Borough Manager, until 3:00 p.m. prevailing time on Monday, February 26, 2018 at, 2 Filbert Street, Milton, Pennsylvania, 17847, at which time and place, all bids will be publicly opened and read aloud.


The Work for Contract 2017-01 includes, but is not limited to, clearing and grubbing, selective curb and sidewalk reconstruction, installation of accessible curb cut ramps, vehicular and pedestrian traffic control, and other site improvements along Front Street (SR 405) from Mahoning Street (SR 642) to Broadway (SR 254).

Interested parties are required to register on the website for the ability to view and/or acquire the Bid Documents for this project.  Printing costs for Bidding Documents obtained from the website are the sole responsibility of the Bidder.  Hard copies of the Bidding Documents are also available from the office of the Engineer for a non-refundable cost of $75.00 plus shipping costs.  The Engineer needs at least one full business days’ notice to produce a set of bidding documents for pickup or mailing.  Contact the Engineer, Larson Design Group, 1000 Commerce Park Road, Suite 201, Williamsport PA 17701; 570-323-6603 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday, with any questions pertaining to access and use of the website or for printed copies of the documents.


A certified check or bank draft payable to the order of Borough of Milton, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid.  The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.


In addition to the Equal Employment requirements of Executive Order 11246 regarding discrimination, the CONTRACTOR must establish a 6.9% goal for female participation and a 1% goal for minority participation in his/her aggregate on-site construction workforce for contracts in excess of $10,000.

The Borough of Milton is utilizing federal funds for this project.  Northumberland County has adopted a Minority and Women Business Enterprise (MBE/WBE) plan in accordance with Executive Orders 11625, 12138, and 12432 and a Section 3 Action Plan in accordance with Title 24 Part 135 Code of Federal Regulations.  As such, the bidders/offerors must submit documentary evidence of minority and women business enterprises and Section 3 business concerns who have been contacted and to whom commitments have been made.  Documentation of such solicitations and commitments shall be submitted with the bid. 


Moreover, the CONTRACTOR shall strive to meet the MBE goal of 5% and the WBE goal of 3% for contracts of $25,000 or more.  The Section 3 Action Plan applies to contracts of $100,000 or greater and requires the CONTRACTOR to strive to meet the minimum participation level of 10% of the contract amount to be awarded to Section 3 business concerns, and 30% of all new hires shall be Section 3 residents.  The Borough of Milton, in accordance with Northumberland County’s Section 3 Action Plan, may provide a bid preference to a bidder who is a Section 3 business concern.  MBE/WBE and Section 3 business concerns shall be afforded full opportunity to bid without discrimination.  Davis-Bacon and Related Acts apply to this Project.

A pre-bid meeting for this project will be held on February 16, 2018, at 11:00 a.m. in the Borough Council Chambers at 2 Filbert Street, Milton.  Bidder attendance at the Pre-Bid Meeting is not mandatory.

Bids may be held by the Borough of Milton for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract.  The Borough of Milton reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
